NEMP, PIRLS, PISA, and NCEA data from English medium settings reflects that Māori and Pasifika students continue to be disproportionately represented in the lower achieving groups.
Emerging evidence from the current Secondary Literacy Project shows it is possible to accelerate achievement for underachieving Māori students and Pasifika students in years 9 and 10.
Outcomes sought through this procurement in English medium settings:
- Increased student progress and achievement.
- Developed in-school pedagogy and content knowledge to enable effective literacy leadership within each school and with a culturally responsive lens.
- Developed teacher pedagogy and content knowledge to enable effective teaching of literacy and language within all subject areas.
- Enhanced school literacy and language learning leadership.
- Development of effective professional learning communities that promote enhanced literacy learning for under-served students across all curriculum learning contexts.
Notes:
- Provision should target underachieving year 9 and 10 students, specifically Māori students, Pasifika students, and students with special education needs within this group.
- The increasingly specialised demands of the New Zealand Curriculum require students to have increasingly sophisticated reading and writing knowledge, skills and competencies.
- To ensure these outcomes are met, facilitators require appropriate expertise and knowledge.
- Wherever possible alignments could be made with Secondary ELLs (ESOL) PLD provision.
