Evidence that this provision is needed can be found in the following:
The Education Review Office report Including Students with High Needs (June 2010) indicated that approximately 50% of schools and kura they reviewed were able to demonstrate 'mostly inclusive' practices. This indicates that there is room for considerable improvement in practice. The government’s vision is that all schools will be able to demonstrate fully inclusive practice by 2014.
Outcome sought through procurement:
- Schools and kura have a model of problem solving that ensures presence, participation and achievement for all students.
- Principals and teachers are confident that they are able to meet the needs of all students, including those with special education needs.
- Collaboration among schools and kura, their families and others, ensure the right services and support are in place.
- Student achievement data shows increased learning outcomes for students identified with special learning needs.
Note:
Some schools and kura may feel that they are not the best school to meet a student’s needs when there are other options in a local area. Inclusive education is about all schools and kura being able to meet the needs of all students in their communities, not just some students.
