Issue:
Possible short fall in Ministry of Education capacity to undertake high level needs analysis with kura/schools.
Outcome sought through procurement:
Capacity for high level needs analyses of school and kura capability that will support Ministry regional staff (Education, Curriculum and Performance/ECP Advisers) and Student Achievement Function/SAF Practitioners to allocate PLD, ECP and SAF assistance, and student targeted initiatives.
Notes:
- There is a potential conflict of interest when identifying needs for which the provider has a direct interest in supplying PLD.
- Need to use approach consistent with MoE needs analysis methodology.
