Governance focus on student achievement

Evidence that this provision is needed is included in the following:

  • ERO (March 2011) noted that trustees showed a minimal increase in their understanding of National Standards over the second half of 2010. Note that this data is not available in relation to Ngā Whanaketanga Rumaki Māori.
  • Charters reviewed by the Ministry in 2011 provide evidence that boards need more targeted support for self-review and in-setting meaningful student achievement targets.
  • ERO (May 2009) found that PLD was not managed well in 22% of schools. In these cases, professional development was generally reactive and had limited links to identified priorities.

Outcomes sought through procurement:

Boards of trustees will focus on student achievement through:

  • understanding the board’s role in relation to The New Zealand Curriculum and Te Marautanga o Aotearoa
  • understanding the board’s role in relation to student assessment, National Standards, and Ngā Whanaketanga Rumaki Māori
  • setting evidence-based SMART targets in their annual plans
  • setting targets for the achievement of Māori students, Pasifika students, and students with special education needs.

Note: The MOE is producing a range of training materials to support boards in these and other areas of governance responsibility.
